When to spell out a number, and when to use its numeral form?

1  Spell out simple fractions, and use hyphens with them: two-thirds
2  Spell out numbers less than 10: one, two, three, …
3  
Spell out numbers at the beginning of a sentence: Eighty percent of
New Orleans was under water.

Exception:
when a sentence starts with a year: 2001 was the beginning
of the new century
